With an investment budget of €17.5 million for direct investments and new programs for both startups and scale-ups, the focus in 2026 is on concrete growth support.
In addition, export promotion will receive reinforced attention and a new program for value creation in our portfolio companies will be launched.We are also intensifying our commitment to accelerating innovation and strengthening the northern ecosystem. These are the main instruments we are deploying for entrepreneurs in 2026.
For startups
Support for early-stage companies is structured in the revamped NOM Startup Program 2026. This consists of three tracks:
- Validation Track: For validating the first customer segment and founding team.
- Customer Solution Track: support towards problem-solution fit and team development.
- Go-to-Market Track: Guidance on commercial traction.
- Investor Readiness Program: Support in becoming investor ready.
In addition, we are launching the Business Angel Club. This initiative structurally links startups to a network of informal investors to strengthen the early-stage capital chain.
For scale-ups & SMEs
For companies beyond the startup phase, we are introducing the Acceleration Program.Portfolio companies will have access to in-depth business scans and an "Expert Club" for specialized coaching on growing pains.
In the area of export (Internationalization), opportunities for maritime technology, HTSM/autonomous systems and energy on the German and Scandinavian markets receive extra attention.
Sector focus & new opportunities
In addition to generic support, in 2026 we are putting a strong focus on specific growth markets and local capital:
- Defense & Dual-Use: Innovation for security provides opportunities for civilian entrepreneurs. Through the SecFund and the national Defense Regional Team, we are unlocking funding for "dual-use" technology. Examples include drones that both inspect dikes and can be used militarily, or applications in smart materials and sensors.
- Innovation matches: We guide existing companies through Challenge Based innovation in formulating a request for help, which we put out to innovative companies. Thus, we stimulate both the demand and supply of innovative solutions.
- Regional Capital: Sometimes tailor-made funding is needed, close to home.We are strengthening cooperation with Regional Funds. These funds are complementary to NOM and offer low-threshold venture capital specifically tailored to the needs in Drenthe, Friesland and Groningen.
