N.V. NOM (Investment and Development Agency for the Northern Netherlands) is the regional development corporation for Drenthe, Fryslân, and Groningen. Due to the expiration of current terms, we are seeking two new members for our Investment Committee. We are looking for two new members who possess innovative entrepreneurial and/or financial expertise and have experience with impact investing.

About the investment committee 

The NOM Investment Committee is an advisory body of the NOM. If an investment proposal involves the NOM acquiring a stake in a company worth more than €350,000, it must be submitted to the Investment Committee. In this committee, the proposal is evaluated based on various criteria, and substantive discussions take place. Based on this, a recommendation is issued, after which the executive board makes a decision regarding new and/or additional investments or divestments.

Members of the Investment Committee must be familiar with and, prior to their appointment, agree to comply with the IC Regulations, the Code of Conduct and Integrity, and the Shareholder Instructions. The Investment Committee generally meets ten mornings per year. In addition to attending and preparing for these meetings, members are expected to submit a written assessment regarding individual cases several times a year. Compensation is based on 85 percent of the remuneration guidelines established by the Ministry of Economic Affairs, which amounts to approximately €13,000 per year.

What do you bring? 

We are looking for two new members for the Investment Committee who complement each other in terms of knowledge, experience, and professional networks, and who will collectively contribute to an expert and forward-looking composition of the Investment Committee. For these job vacancies, the focus is on innovative entrepreneurship and/or financial expertise.

We are looking for candidates with a broad perspective on economic and social developments, experience with impact investing, and a solid understanding of the role that investments play in strengthening innovation, entrepreneurship, and sustainable regional development. In addition, you have a solid understanding of the socioeconomic context of the northern region and are familiar with collaboration between government, the business community, and knowledge institutions. Knowledge in the areas of AI & digitization and/or future-proof industry is a plus. Legal knowledge is also a plus.

For both positions, we are looking for a person of integrity with strong analytical skills. Your critical eye is highly valued, and you are able to assess complex issues from various perspectives and provide independent and careful advice on them. You bring a relevant professional network to the table and possess excellent communication skills. Integrity, independence, and a collaborative attitude are essential qualities.

Appointment Process  

A selection committee has been formed consisting of representatives from the executive board, the Investment Committee, and the Supervisory Board (RvC) of NOM. Following the recruitment and selection process, the Supervisory Board will nominate two candidates to NOM’s shareholders. The appointment of these candidates will be placed on the agenda of the general meeting on December 4, 2026. Each member of the Investment Committee is appointed for a term of four years, which may be extended once for a maximum term of four years.

All members of the Investment Committee are independent. The following individuals are not eligible to serve on the Investment Committee: 

  • Persons who, at the time of appointment or during the two years preceding the appointment, are (or have been) employees or political officeholders of the Ministry of Economic Affairs and Climate Policy or one of the provinces of Groningen, Fryslân, or Drenthe; 
  • Individuals who, at the time of appointment or during the two years preceding the appointment, are (or have been) an employee, director, or supervisory board member of NOM.

Prospective candidates must comply with the NOM Code of Conduct and Integrity. In order to ensure the desired independence and clear delineation of roles among the various bodies within NOM, and to prevent any actual or perceived conflicts of interest, the following (additional) positions are excluded: 

  • Minister or State Secretary; 
  • Member of the Senate or House of Representatives; 
  • Civil servants and other individuals who hold a position that is in a hierarchical or reporting relationship to a government official; 
  • Individuals who hold a position at an implementing organization, or at a regulatory authority if that authority supervises the company itself.
