The Northern Development Company (NOM) played a central role in attracting IBM to Groningen. That was the subject of an article in the newspaper Dagblad van het Noorden. Companies usually contact the Netherlands Foreign Investment Agency (NFIA) to inquire about good establishment locations. The NFIA then draws up a shortlist of locations at which a large company could open an establishment. The NOM does its utmost to ensure that a northern location is included in the shortlist.

The government is planning to take a large data centre into use at the industrial site Westpoort Groningen. The computers of a large number of governmental departments and ministries will be kept at this Government Data Centre.
